Introduction to the National Flood Insurance Program (NFIP 101)
This course will provide local building officials with a basic knowledge of FEMA’s National Flood Insurance Program (NFIP). The course focuses on the NFIP three-legged stool:
- Flood Maps and Studies
- Flood Regulations
- Flood insurance
We will discuss how these three components fit together into a comprehensive floodplain management program. The course includes a history of floodplain management and the creation of the NFIP, governmental roles, use of flood maps and studies to determine flood hazard risk, explanation of flood forces and types of floods, minimum NFIP construction standards in inland and coastal flood zones, administering and enforcing regulations, the concepts of substantial improvement/substantial damage, variances, and letters of map change (LOMCs).
This course will also highlight the overlap between local zoning regulations and the State Building Code as related to the NFIP.
